The EPBC Act requires the Commonwealth to develop and implement management plans for all properties in Australia that are on the World Heritage List. [16] These plans can be revised every five years to ensure that the plan is consistent with Australian World Heritage Management Principles. [17] The 2000 Regulations (Cth) on the protection of the environment and biodiversity establish principles for the management of natural and cultural heritage (Australian World Heritage Management Principles). [18] The Australian Heritage Council is an independent body of cultural heritage experts and the main external body responsible for advising the Minister of the Environment on cultural heritage issues. A person cannot take action without the advice of the Minister of the Environment that influences, has or is likely to have a significant influence on the World Heritage values of a declared World Heritage.
